About Swarajya AI

We are building the conversation layer for local governance.

Swarajya AI is a voice-first AI platform for local governments — citizens speak in their own language and get clear, cited answers from official municipal records, then pay, file, and book without leaving the conversation. We are not building another chatbot; we are building the AI-native service layer that connects citizens, official records, workflows, payments, and officers into one practical system.

Why we exist

Local government is the closest form of government to a citizen.

It is where everyday public services actually happen — water supply, sanitation, roads, property tax, certificates, permissions, complaints, and ward-level communication. For most citizens, their experience of government is shaped more by their municipal corporation than by any other institution. But accessing these services is still unnecessarily difficult.

Citizens often do not know which department handles their issue, which documents are required, or whether the information they received is still valid. Officers work across fragmented systems, manual records, and scattered data — spending valuable time answering repetitive questions instead of resolving them.

Our belief is simple: every citizen deserves a direct, understandable, and trustworthy line to their local government.

What we build

One platform. Every layer of the conversation.

From a citizen's voice note to an officer's morning briefing, Swarajya AI brings the full citizen-service journey into one system — deployed per municipality, connecting citizens, official records, workflows, payments, and staff into a single working layer.

  • Citizen App

A voice-first app where citizens ask, pay, file, and book — in their own language. White-labeled for each municipality so it is your city's app, not ours.

  • Officer Console

A working view of citizens, requests, and service data for municipal staff — with AI advisory on the day's priorities and every action audit-logged.

  • Civic Knowledge Engine

A verified corpus of officeholders, procedures, fees, and rules. Every answer is retrieved from official municipal records and cited — never invented.

  • Payments Backbone

Receipt-backed digital payments, reconciled against the municipality's bank statement. Card data never touches our systems — payments stay on compliant hosted pages.

  • Identity & Access

Phone and OTP sign-in for citizens — lightweight and familiar. Role-based access for staff, with one isolated tenant per municipality.

  • Built to Integrate

API-first architecture that connects with existing ERPs, payment providers, and departmental systems — practical deployment, not a rip-and-replace.

Built for Bharat

Designed for how Indian citizens actually speak.

Most civic technology still assumes typed English, government vocabulary, and a citizen who already knows the process. That assumption excludes most of Bharat. Swarajya AI starts from the opposite direction — it assumes the citizen may speak naturally, the question may be informal, and the system's job is to understand and respond with clarity.

Voice-first.Marathi-first where needed.Hindi and English support.Incomplete questions, local terms, mixed speech — understood.

Proof

Built in the field, not in a lab.

Swarajya AI is running a live pilot with a municipal corporation in Maharashtra — voice-first and Marathi-first, answering from the corporation's own verified records, with every payment reconciled against its bank statement. Real citizen questions, real administrative constraints, and real edge cases shape every iteration.

  • Voice-first, Marathi-first

Designed for how citizens actually speak — not how forms are written.

  • Cited, never invented

Responses are grounded in official municipal records, with the source attached.

  • Reconciled daily

Digital payments are matched against the corporation's bank statement, receipt by receipt.

Our approach to AI

Useful, restrained, and accountable.

AI in public services must assist citizens and officers — not replace official authority. Every answer should be groundable, every action traceable, and every decision should remain with the authorised officer.

  • 1

    Ground answers in official records

Civic answers come from verified municipal information, not unsupported model assumptions. Citizens get clarity, not guesswork.

  • 2

    Cite sources wherever possible

Citizens and officers should know where an answer came from. Transparency is not a feature — it is the foundation.

  • 3

    Keep humans in control

AI can assist workflows, but administrative authority remains with the municipality. Official decisions are not delegated to the model.

  • 4

    Design for auditability

Public systems need logs, traceability, and review mechanisms. Every action in Swarajya AI can be traced to a source and a user.

  • 5

    Respect data boundaries

Citizen data is handled with minimisation, masking, access control, and compliance-first design — from day one, not as an afterthought.

Governance & Trust

Public infrastructure deserves public-grade governance.

  • Your municipality remains the data fiduciary — data is processed only under a signed DPDP agreement.
  • Role-based access for every officer and operator.
  • Every action is audit-logged and retained to statutory requirements.
  • Personal data is minimised and masked by default.
  • Card details never touch our systems — payments stay on PCI-DSS compliant hosted pages.
  • Deployment options aligned to DPDP, tenant isolation, and statutory retention needs.

Who we serve

Built for three groups that must work together.

  • Citizens

Simple access to public services — ask questions, file complaints, pay dues, book services, and track progress without confusion.

  • Municipal Administration

Visibility into citizen needs, service demand, ward-level issues, and payment flows — and a clearer picture of what needs attention today.

  • IT & Digital Teams

API-first integration, access control, tenant isolation, audit trails, and practical deployment options — designed to be secure, integrable, and maintainable.

Our mission

Make local government services easier to access, easier to operate, and easier to trust.

We want citizens to get answers without confusion. We want officers to work with better context. We want municipalities to modernise without losing control of their data or processes. Swarajya AI exists to help cities serve citizens in the language, channel, and rhythm of everyday life.

Our vision

Every citizen should be able to speak to their city and get a clear, trusted response.

We imagine a future where municipal services are not hidden behind counters, forms, and fragmented systems — where citizens ask naturally, receive official guidance, complete actions, and track outcomes through one conversation. A city should not feel distant from its citizens. A city should be able to listen, answer, and act.

Why the name

“Swarajya”

It means self-governance.

For us, it represents a simple but powerful idea: governance should be closer to people, easier to access, and more accountable to the communities it serves. In modern cities, self-governance also requires modern digital infrastructure — citizens need a voice, administrations need clarity, and public systems need trust. Swarajya AI brings these ideas together through technology built for local government.
